Personally I think the Slots limit sucks. If you get the transforming result you end up weakening your party overall late-game I believe, not to mention starving your other two members of battle rewards. His stats are also rather lackluster and he just doesn't feel worth using.
I like to have Cid and Yuffie along for the ride instead. Cid is the only other character with a Triple growth weapon the Scimitar, which you can and probably will get earlier than the Apocalypse if you don't use all your time chocobo breeding while a quirk with the Conformer for Yuffie makes her amazing with the Morph materia for farming some hard to get items, like sources or Ribbons. She was sweeping battles, stealing items and morphing monsters all at once and it was awesome.

Well, I do think he is an elaborated character, and you can try to ignore the fact he "makes such a spazz", considering the one behind the toy robot is Reeve. As previously mentioned, he is not great offensive-wise in late game, but can be quite fun to use.
Keep in mind that his Slots, when you get the three images of Cait Sith, gives you the Game Over, and is the fastest way you can kill Emerald or Ruby weapon though it's very difficult to get, even when using the slots trick.

I've even read that some people would have rather have had Reeve in the party instead of Cait Sith. This doesn't make too much sense because you basically do have Reeve in the party. And if Reeve himself were to be in the party during the whole game, how would have he spied on Shinra for you? A big complaint that people have with Cait Sith is that he's useless in battle.
This is only true if you play the entire game by going attack, attack, attack, attack, attack, which I would imagine would get boring after a while.
Cait Sith is meant to be used defensively. Give him cover and HP plus materia and he's very good for areas where the monsters are much tougher than your characters. I also find him to be a decent magic user later in the game. Another complaint is his appearance. A stuffed cat on a big goofy looking white mog. I can understand where people are coming from here and I was also a bit turned off by his appearance.
